Contribution: manual page for cbc

Here is the manual page that is shipped with Debian's package for cbc. It was written by Miles Lubin a few years ago and recently updated by me.

Perhaps it's suitable for inclusion?

Sure, thanks for the contribution. I'll have to look into how to properly install this with the autotools. I may try to enhance it a bit at some point. I'm in the process now of cleaning up some stuff with the parameters.
