Settings: the difference between System and Device is hard to discern

Describe the bug

I can not predict what setting will be in either panel. Just have to randomly look at both to find what I'm looking for. Even the names are not very clear: what is device?

Proposal:

System:

• Key map*
• Editor
• 24-hour clock plus file stuff:
• User
• Big file size
• Saved paths max
• Fav paths

Appearance adds from current system:

• Only close active tab
• Max menu height
• Inline lengths (as a sub-struct): Map, Struct, Slice

Timing has all the remaining timing and distance parameters from Device and System

Plus, and the reason I'm filing this now, I need to add PDF settings, that will go in system under Editor, to specify default page size (A4 vs. Letter)
