Support displaying multiple snackbars at once

Describe the feature

The current behavior of only one snackbar at a time is based on the material spec, but it would be good to add an option to allow displaying multiple snackbars at a time (probably something like Stage.AllowMultipleSnackbars). Originally suggested on slack.
