Can't change main tabs via keyboard at this point.

Next panel gets you over to the panel, but you're in the content area, and can't get out if it is a textview, as tab, up / down arrow etc are all taken..

could add some kind of obscure left / right key or maybe trap F10 in this location to pop up to tabs? probably some kind of key that takes you up to tabs, where you can then use keyboard, makes more sense.
