Visual Editor module edit UI

We've briefly talked about this but have decided to focus minor improvements for touch devices and edge cases where the editable content is very small.

Longer term i'd like to explore using the main UI toolbar to display module edit actions, rather than inline. Many GUIs do this... think dreamweaver or photoshop properties panels. In these GUIs you rarely have incontext edit options, more often they are housed in panels or other windows
