Improve README: psycopg2 asking for pg_config

Q: I'm unable to install SQLcrush since psycopg2 is asking for pg_config.

A: Please install postgresql on your system even if you don't intend to use it.

I'm using sqlite and installing postgresql was overkill. Just installing postgresql-devel solved this specific problem for me. For other distributions, check https://stackoverflow.com/a/12037133.

I used pip3 to install sqlcrush. python3-dev, python3-setuptools, python3-wheel were needed as well.
