$help shows that s/// feature is located in Markov plugin. I think we should make it a separate plugin.

Please note that the main reason of s being in the Markov plugin is that the room user management (e.g. assigning pieces of data to every room participant) is currently included only into Markov plugin. We will need to abstract this functionality out of the plugin, and then implement new Markov and s plugins on top of the new API.
