Admin interface for funny answers

Administrator (or owner only?) should be able to tune list of FunnyAnswers.

@Newlifer, currently I'll assign that to you but I'd propose to discuss the sort of interface you want to create. Should it be a web-application or just one simple command?

Note: this change currently planned for 1.2 release because I don't think we must implement it right now.
