Add XMPP ping command.

In freqbot this is implemented through XEP-0092 (see its ping.py). Probably, for backward compatibility with old clients. We should consider this as a solution too.

I am revoking XEP-supporting commands from everyone and putting a moratorium to implementing any XMPP (or more concretely XEP)-based features. Please wait for #218 to be implemented.
