Add more encodings to the text representation in the hex view

It should support at least:

  • ASCII / some extended ASCIIs (this will be partially covered by https://github.com/codilime/veles/pull/380)
  • UTF-8
  • UTF-16
  • UCS-2
  • all variants of EBCDIC
