Contradictory information on whether a user has an ability
The Participate Everywhere ability for the user VLDR on Meta seem to have gotten desynced.
The abilities overview shows they haven't earned it
The user page and the ability page for the ability itself shows they have.
This is possibly related to the Meta issue Why can't I comment on someone else's post? where the user recieved a message that "New users[^1] can only comment on their own posts and answers to them." Though in that situation, they still should have been able to post, given that they were trying to comment on an answer to their own question.

Good news, everyone! It's now only half-desynced. "Earned abilities" displays as expected, however, the "Participate Everywhere Ability" page still shows that they have it (probably because they don't currently qualify for it on PU?). Still a bug to address.
On the ability page, the user and admins/mods see a notice that the ability has been suspended. We don't shame the person by announcing that suspension to the world, but I think we should switch to the "not earned" state for the public to avoid confusion.
