On thread pages, move post expander(s) below title?

In this comment thread, a user reported missing the "post" expander on a comment thread page and speculated that this might have been because it's above the title. The title is the largest text on the page, so it makes sense that people might start there and read down. Can we move the post expanders (including the forthcoming question expander, if the post is an answer) below the title and above the thread? This would put the main elements (title, body, comments) in the same order on the thread page as they are on the original post page.
