Allow users to be legal-deleted

Follow up to #1870.

It should be possible for staff to legal-delete user accounts. This should:

Remove profile content
Feed user to STAT
Delete the user network-wide

UI considerations: whatever affordance we add needs to play well with both the mod menu on profiles and the eventual control for flagging profiles. (I know there's an issue for that somewhere...) For legal-deleting posts we just used the Tools menu, but here it's a little more complicated. (Also consider that staff can also be admins/mods, so it's not either/or on this new tool and the mod menu.)
