Add warning for unsupported tags in comments

If a post uses unsupported HTML tags, we show a warning in the editor. We don't do this for comments, which has bitten people. Can we add a warning for comments too? We probably want something more compact, since comments are smaller to begin with -- could just be something like "unsupported HTML tag script will be stripped; see (help topic)".
