Comment flag modal has problems on phones

When you flag a comment in a comment thread on a phone, there are two problems:

  1. In some cases, the modal is wider than the screen in portrait mode.
  2. The modal where you explain your flag is on top of the comment, meaning we're blocking at least part of the content you're trying to flag.
