Allow multi-arch image building

Description

A pull request was opened to introduce multiarch images into the solr-docker module, however, it was determined that the current build pipeline supporting codice cannot leverage buildx based on its docker version. More information can be found here: https://github.com/codice/ddf/pull/6876

Expected behavior:

Be able to use buildx as part of any docker build steps.
