Selecting favorite language(s) after signup

As we briefly discussed on #701, poking inactive users taking into account their language(s) preferences is a better attempt for having them onboard 😄.

We should ask the users to fill them after they signup so we can poke them effectively.

Hey @schneems!

I've been trying to move this forward. However, I couldn't find how we redirect the user to the after signup steps. Already tried (in my local env) signing up with Github, subscribing to a repo, updating my settings. The server is configured using the steps as written in the Readme.

Could it be that these steps are not being used at all? If not, could you point me into the right direction?
