[Idea] Add "browse" feature to explore all available languages

Description

In #480, @hegold originally suggested "Add a 'browse'" feature to allow exploration of all available languages". This issue is to think through what this might look like or how it'd work.

Additional Notes

This needs to be thought through before it's assigned to work on.

I have a rough implementation of this which doesn't work well with versions and looks terrible, but anyone wanting to take this on might be interested in this branch for an overview which exposes a http://localhost:8000/overview.

Hmm, not bad. Definitely think the "available" should be by language and not by concept as I'm guessing people would want to see "completeness" by that. I'm kind of wondering now if this should be framed as a high level overview of what's there vs. a tool to help people see where they could maybe contribute. (or both?)

Any thoughts, @hegold?

Well the available row is how many concepts the structure has not an accumulation across languages. But I agree an aggregation column to the right might be interesting.

Ah that makes more sense. Maybe that could stay but just be "Concept count" or something.
