FPDF-Merge Error: No more resource to execute the command

When trying to run $pdf->Merge(true) I am getting this error:

FPDF-Merge Error: No more resource to execute the command

I have copied the pdftk executable to /src/export/pdf/pdftk.exe.

My System is on Windows 10 and PHP 7.2
