Image referenced but not directly mentioned in packaging section

Problem Statement

Need to account for this, but not sure how widespread it is. Also, could try to associate the closest referencedObject with the NDC in the text for sections with multiple images... or just rank the order in which the referencedMedia tags occur (like we do for regular Media tags).
