Refresh queue page and queue details table depending on queue status

@Parthiv-M 2 observations:

1. The queue.json is getting fetched even when the upload is completed, causing in unnecessary render.
2. For Trove, the status is not getting updated to "Completed" even after the upload is Completed. It gets stuck at 100% with status "Active".
