Improvising HomePage and Arrow not functioning

On clicking the arrow ,it is not functioning.

I can attach the arrrow directly to the products/categories section.

Also I would like to improvise the home page ,by adding a set of images/animations,for feel good experience of users. Similair to this one :

Assign me this issue.Would love to work upon it.
