move workspace/agent buttons

I think it would be better UX-wise if the run buttons were at the same place. I expect to be able to go from run button to run button, and it isn't the case currently, and I find it pretty unintuitive.

I think the icons should be in the following order:
Workspace settings open page run
Agents run
