Would be cool for people to pass a devcontainer.json via TF directly versus relying on cloning a repo. Is this possible?

@bpmct We had a conversation about this issue during the last Weekly call. Do you have a specific use case in mind? Unless we miss something, it is an edge case (definitely not high-prior).
