Docs setup requirements compute

Updated the setup requirements to keep them current and:

1. Increase coderd.cpu.limits to match helm chart change
2. Remove specific browser type versions supported since we do not do testing on this (left it at browser types we support, with note on Safari issues experienced)
3. Clarified that 4 CPU, 4GB RAM are good minimums for workspaces (and moved any opinions on per developer amounts. The previous recommendation of 16GB RAM already over-shot our installation cluster memory limits with 2 developers)
4. Mentioned and linked to Resource Quotes to minimize cost and protect the cluster
5. Added additional info/links to how to add a license and to contact [email protected] if air-gap is a requirement for trials on an exception-basis
