[Feat]: Choose which packages to publish in publish.yaml workflow

What is your suggestion?

Use Workflow dispatch inputs to allow maintainers to choose which packages to publish when running workflow.

Why do you want this feature?

If something goes wrong and we want to only publish one package i.e. just npm, not Docker.

Are there any workarounds to get this functionality today?

No.
