Update Developer Guide to support Maven and Control Center

We need an overhaul of the whole getting started portion in the developer guide

Did a lot of work on this. Todo:

  • Migrate https://shannah.github.io/codenameone-maven-manual/ to the guide
  • Fix images and instructions for the iOS certificate wizard
  • Fix build and install sections to point at Control Center and maven builds
  • Make CSS appear before the designer tool section or remove the designer tool section altogether (we will need to keep some of the clarifications there).
