Make the "time" on the reply be an actual link

Would be useful to turn this into a link so that users can share links to specific tickets. More so, using a direct link to a ticket should highlight it / open the accordion. Also, a "copy link" icon next to the time would be super useful - similar to the functionality we've got going on in Modula where we have a "copy" functionality for the shortcode.

Right now, on tickets with a lot of replies we can not link to a specific reply from the admin/client. Sharing the entire conversation is not ideal.

Once the new UI is launched this can be implemented. It is not worth it to make a functionality now and then re-make it once the new UI is launched ( hopefully soon ).
