SNAP benefit calculations

CALCULATIONS

  • [x] What inputs are needed from the user?
  • [x] What environmental inputs do we supply (FPL? etc..)?
  • [ ] How is estimated benefit calculated?

New questions that will hopefully answer that last one:

  • [ ] What count as medical expenses?
  • [ ] If getting a housing subsidy, which rent counts? Rent share, or contract rent? (My guess is rent share, since we're asking about expenses)
  • [ ] Does handicapped assistance get put in dependent care as well? That is, does the user need to write it into both places? Or does one count for the other? How best can we ask this question?

DISPLAY RESULTS - moved to Issue 148 ~- [ ] Remove graph~ ~- [ ] Put accounting tables in results page, a la ~this mockup (slides 4-5)~ this mockup, updated 10/31~

Are we all aware that Stephen has done a bunch of logic work for this? Just so the work doesn't have to be re-done.

He hasn't yet accepted the repo invite I sent 2 weeks ago, so I could not add him to this issue - which is why I (mistakenly) thought he was working on Sec 8. Do you have a link to his relevant forked content?

@ArealTal performed an inspect-element on the calculator and, lo and behold, there's JS right there for the taking. We were going to cross reference the code with the worksheet/other official documentation next week. However, as you said, we should definitely not reinvent the wheel if Stephen's already written the logic.

Given we are planning to cross reference the code to the worksheet, what do we think would be the best use of my time (with respect to this task) until Tuesday? Shall I collect the inputs from the SNAP calculator? Is there a design document for SNAP calculations that I can cross-reference for accuracy?

Issue : Just realize, the data for "maximum allowable monthly net income standards" given through the "View DTA Input" button under the calculator online and in excel reference table aren't the same. I wonder data table to use.

Do you mean they aren't the same? The reason for that might be that there are different standards for different use cases. Please see first few links under section SNAP Eligibility Charts and Issuance Tables: http://www.mass.gov/eohhs/gov/departments/dta/program-eligibility-charts-and-tables.html

I don't quite understand how each of the 2nd, 3rd, and 4th tables are different from each other (though the 1st one seems to clearly be a specific use case).

Ideally we would indeed solve that mismatch by finding the most recent versions of the government documentation that provides those numbers. From what I understand, we're not going to be maintaining the data of the project over time, but I think it'd be good to start with data that's as current as we can get it.

[Edit: I believe the 'maximum allowable monthly net income standards' is a document at that link.]

That's awesome! Stephen has gotten a fair way into the logic and is now integrating that with our code, but I think a double check of work is a great idea if we can swing it.

So I have found the benefit algorithm along with the logics behind it on the SNAP online calculator page https://www.masslegalservices.org/content/online-snap-calculator by inspecting the input boxes from the page. SNAP is as developed as it can be until proper testing is implemented. [Edit: That and the income exclusions thing, but that's another issue.]

These goals were not achieved for the MVP, but it was deemed acceptable. We will have to create a new target and a new deadline once we have access to subject matter experts.
