Add a setting for avoiding pr comment updates if there are only indirect changes

Is your feature request related to a problem? Please describe. A PR was written once and updated twice, as expected (we run codecov do-upload three times per PR push).

However, I see a fourth version of the comment (someone pushed a change to the PR). Perhaps this fourth version was caused by a rebase? That fourth comment update seems to affect ONLY the plain text:
