Migrate models to new city model

What does it fix?

This is part 2 of the #327 issue and contains the migration that will link the current NGO models to the new City model. This has to be deployed after this commit is deployed https://github.com/code4romania/ro-help/commit/2608adf10e54769cc4691968ec93704656c93868 and the list of cities is imported using the admin interface.

How has it been tested?

  • start container on the develop branch
  • switch to this branch in another terminal window
  • shell in the running container and run ./manage.py migrate
