[admin] Style vote page

Right now the vote page in admin looks like: image

It should be nice to have the textarea bigger, and color the buttons with #3c0201 and #f15b8c image

The vote template is at ro-help/ro_help/hub/templates/admin/vote_motivation.html. To see this page you need to have a Pending Request , select it, and from the actions pick Vote
