Update Comment Vote Icons: Apply Stroke Only for Upvote and Downvote as per New Figma Design

PR Fixes: #914

• Adjusted the thumbs-up icon to use a blue stroke with no fill when upvoted.
• Updated the thumbs-down icon to use a red stroke with no fill when downvoted.
• Ensured that both icons remain outlined in gray when neither upvoted nor downvoted.

Resolves #914 #888 comment vote icons as per new design

This PR changes the upvotes icon as per the new design.
