Missing UE4Editor-ROSIntegration.dll

I'm using unreal engine version 4.18.3. I tried using this plugin at an empty project, but whenever I start the project it says im missing "UE4Editor-ROSIntegration.dll" (and clicking continue building wont fix the problem)

If I delete ROSIntegration.uplugin, then I get past the missing dll, but that also completely kills the plugin, so thats obviously not a fix.

Please help!

Edit: I got it to work by using the "Add-licence1" branch. Clicking the continue building button there actually builds the dll files.
