Add documentation about how to create a theme.

Description of the new feature

Documentation about NC COVID Support Themes.

What we need to code

As we are now able to apply a Theme to a site generated using our code base, we need to add documentation to detail how to setup a new site, how to use the themes and to build a site using your own theme.

This documentation should cover:

  1. All the theme colors and where they are used.
  2. How to change the header logo area.
  3. How to change the data source

This will clearly be an evolving part of the documentation as we build further functionality.
