Updating documentation for getting started

Setting up the application for local development with Docker and noticed a few details are out of date.

Blocked by a few startup issues I'll raise in separate tickets. Once those are figured out I'll include any additional steps here.

I commit a lot so please squash when/if merging eventually :D
