LOCAL_ACE_EDITOR and LOCAL_MATHJAX settings are never used (does prep_for_offline work)

The LOCAL_ACE_EDITOR and LOCAL_MATHJAX settings are added to the template processor context but then are never used. There's mentions on them on the codalab/apps/web/management/commands/prep_for_offline.py script but maybe that means that prep_for_offline doesn't work either. Maybe just remove them?
