Limit CPU usage on the default queue

Limit duration of submissions

We should add an option in the .env file specifying a maximum execution time limit for jobs in the main queue.

This way, the main queue could not get blocked by long jobs running in parallel.

Limit submissions

We absolutely need a cool down before being able to re-submit.

Side note: We have de-activated the "re-run all submissions" feature. Maybe we should permit it when the competition is not linked to the default queue?
