Problem Description

cocos 3.8 版，动画烘焙速率目前最低只能 24。项目开发中有些模型動作 key frame 並不需要太多，可以在 3D MAX 中已 15 fps 製作，但是進入 cocos creator 後預設使用 30 fps 烘焙會導致動畫檔案很大。 期望可以支持更低速度，比如 15 fps 的动画烘焙速度。
