Improve block cache description, update default
Fixes:
- DOC-14845
- DOC-15012
NB. Updated description of block cache is ported to all supported versions, while update to block cache size default only applies to v25.4.

@jbowens i will make sure the content that is backported does not backport the 256 MiB default value for --cache from v25.4 - otherwise I hope the rest of the content will be the same (modulo edits based on your review comments)
