document new close_cursors_at_commit session variable

In https://github.com/cockroachdb/cockroach/pull/117910 @DrewKimball added a new close_cursors_at_commit session variable which controls cursor behavior in PL/pgSQL. We've had some questions about this behavior, so it would be nice to document it on either the PL/pgSQL page or the session variables page.
