DOC-10547 Document the comprehensive list of high-cardinality metrics

Fixes DOC-10547

(1) Added metrics-list.csv with file generated with v24.1.1: ./cockroach gen metric-list --format=csv > metrics-list.csv Updated the headers to lowercase to work with liquid. This file should overwrite the file in cloud-2.0 branch. (2) Added child-metrics.yml based on https://github.com/cockroachdb/cockroach/issues/124343#issuecomment-2117886012 not including tenant.consumption.* and security.certificate.expiration.* (except for security.certificate.expiration.client). (3) Added child-metrics.md that uses child-metrics-table.md include file that uses child-metrics.yml and metrics-list.csv. (4) Updated reference.json, created Metrics section with Available Metrics and Child Metrics.
