The download archive link on the "Install CockroachDB on Windows" page doesn't work: https://www.cockroachlabs.com/docs/stable/install-cockroachdb-windows

This is probably due to the "staged release process" for 23.2 mentioned at: https://www.cockroachlabs.com/docs/releases/v23.2

It would be a better experience to remove/disable the link or point it to a page with a message rather than causing a 404 Error: Not Found error.
