Update cockroach-start documentation of the locality-advertise-addr flag

In a recent escalation (https://cockroachdb.zendesk.com/agent/tickets/19179), there was a misunderstanding of what this flag should contain. For example, whether the locality of a node should be what’s advertise in that node’s locality-advertise-addr. After some back and forth we clarified it for ourselves and now need to clarify it for customers in the docs. Please see that last several messages in Zendesk or Github, from Mark and Alex. Thanks!
