Changes:

  • c94d74b2 tool: fix up wal dump, add wal dump-merged
  • 9dfa3436 db: fix WAL offset in replayWAL errors
  • 69e7ab47 wal: ensure last record.LogWriter is closed to avoid spurious errors on open

Release justification: Fixes a bug that could cause an issue recovering from a WAL file split between primary and failover locations. Release note: none. Epic: none.
