page load with side bar but no content

Hi

i was struggling to make it work . the page loads the header and side bar without content. i had an error on the side bar:

OPERATION FAILED
Description: file_get_contents(): Unable to find the wrapper "https" - did you forget to enable it when you configured PHP?

my problom was missing ca bunle on iis server after adding it and edit the php.ini all works as expected.

i assumed this is only version check, but looks like if its not success something is stuck.
