Add Haskell bear project

A project to take http://github.com/coala/coalaHS and make it a viable way to write new bears.

Let's wait till GSoC announcement first. I would like to think about the project design so everyone could write new bears. I hope there will be a lot of Language modules available after this.

A little problem is that the json-exchange format does not allow for patch suggestions while the native ones do.
