Make ACL extensible.

This issue involves making changes in the upstream Errbot repository to make the ACL plugins extensible so that the users get the ability to create custom Access Controls/filters as per their need apart from the default ACL provided by Errbot (allowusers, allowrooms, denyrooms,allowprivate, allowmuc).
