Assign: Eligibility error should give the precise problem

How is that a blocker for this one?

It was blocked during GCI as there should only ever be one issue available about a single area of code, otherwise we end up with one student making the other students valid work unmergable, which is deeply unfair. #296 already had a PR.

Anyway, I have closed that PR, and unblocking this. This one could easily solve #296 at the same time.
