[BUG] Configuration secrets_used test doesn't fail at any circumstances

Removed issue template as this ticket doesn't sit well in it.

So, it's in the name, secrets_used test doesn't have a fail condition, it's either skipped or passed. To me - it seems that it doesn't make sense to have it that way: it either passes and gives points to "passed" and "total" or it is skipped, and then points aren't given to any of these two values. Example: test passes - points (12/15) test skips - points (11/14). Whole execution of this test doesn't have meaning in that way.

Maybe we should discuss its fail conditions and ways to redesign the test.
